Ruse — Veliko Tarnovo Motorway: Bulgaria Launches a Strategic Infrastructure Project for the Danube Region

Bulgaria has officially started construction of the first section of the Ruse — Veliko Tarnovo motorway — one of the key transport projects for Northern Bulgaria and the wider Danube Region.

During the symbolic first groundbreaking ceremony, representatives of national, regional and local authorities emphasized that this is not merely a road construction project, but an investment in future regional connectivity, economic growth, road safety and a better quality of life for citizens.

The Governor of Ruse Region, Prof. Lyubomir Vladimirov, noted that the region can no longer remain on the margins of development. According to him, modern infrastructure is not a luxury, but a necessary condition for attracting investment, creating new opportunities for business and young people, and reducing territorial disparities.

The Ruse — Veliko Tarnovo motorway is planned to start from Ruse, in the future near the proposed third bridge over the Danube, and continue towards the town of Debelets, where traffic will be distributed towards the Shipka Pass and the Pass of the Republic.

The project provides for the construction of a modern high-speed road with two active lanes and one emergency lane in each direction, a central divider, road junctions, access connections, rest areas and crossings for access to agricultural land.

The first two sections of the motorway will include 11 viaducts, 7 of them on the Ruse — Byala section. The project also envisages 10 road connections with the national and municipal road networks, as well as 8 agricultural crossings.

The project is particularly important because the existing Ruse — Byala road is one of the busiest and most accident-prone roads in Bulgaria. The new route will separate traffic flows, divert transit traffic away from settlements and significantly improve road safety.

The motorway will also have international significance. It will improve connections between the countries of North-Eastern Europe, through Romania and Bulgaria, with Greece and Turkey, while also strengthening the transport corridor between the Baltic and Mediterranean Seas.

In the future, the route will become an important link between the Danube Bridge at Ruse, the city of Veliko Tarnovo, road I-4, road I-3 and future sections of the Hemus motorway.

The Institute of Danube Research considers the start of construction of the Ruse — Veliko Tarnovo motorway an important step in shaping a new transport architecture for the Danube Region.

This project is significant not only for Bulgaria. It directly affects the development logic of cross-border corridors between the Danube, the Black Sea, the Balkans, Romania, Turkey and Greece. In fact, it strengthens the land dimension of Danube logistics, complementing the region’s port, river and rail infrastructure.

For Ukraine, this direction is also strategically important. The Ukrainian Danube region is increasingly integrated into transport routes passing through Romania and Bulgaria. Therefore, the development of Bulgarian infrastructure near Ruse creates additional opportunities for freight flows, regional trade and alternative routes to the markets of South-Eastern Europe.

Special attention should be paid to the connection between this project and the prospect of a new bridge over the Danube. If such infrastructure solutions are implemented, Ruse could strengthen its role as one of the key hubs between Romania and Bulgaria, and more broadly between Central, North-Eastern and Southern Europe.

In IDR’s view, such projects demonstrate that the Danube Region is gradually moving from the logic of separate national infrastructures to a model of interconnected European corridors. For Ukraine, it is important not to remain an observer, but to be an active participant in this process — through the development of Danube ports, border crossings, railway routes, road logistics and cooperation with Romania and Bulgaria.

The Ruse — Veliko Tarnovo motorway is an example of how infrastructure becomes an instrument of economic integration, security, regional cohesion and long-term competitiveness. For the Danube Region, this is another step towards transformation from a peripheral area into a space of strategic European development.
